Pre-Application Advice

We encourage Pre Application discussions and welcome you to seek our opinion on your proposal by submitting a Request for Pre-application Advice.

We have now introduced a formal approach for pre application enquiries relating to proposals for:

  • new dwellings
  • householder extensions and alterations
  • changes of use
  • industrial / commercial / retail development
  • Major Developments

Detailed plans, a fee and completed application form are required for each enquiry.

Responses can be either by letter or discussed at a meeting with a follow up letter. A response by letter will be provided within 30 working days of receipt of the valid application.

The fee

From 1st April 2024, our pre application fees have increased.  The below link sets out our new fees and charges:

Pre-Application Fees 2024/2025

The fee is dependent upon the type of development and advice required.

You can pay your pre application fee by:

  • Credit/debit card over the telephone.  Please call 01255 686190 to make a payment.
  • Visit our Team at the Town Hall, Station Road, Clacton on Sea, CO15 1SE
  • Send a cheque via post made payable to Tendring District Council

The fee must be paid before a request for pre application advice can be processed.  If paying by credit/debit card over the telephone please ensure we are in receipt of the pre application documents prior to paying.

How to apply

Print and complete the application form stating the full site address and details of the proposal. A scaled location plan, and photographs will be required as necessary, together with the relevant fee (see fees above).

Development Around Major Hazard Sites and Major Hazard Pipelines

The Health and Safety Executive (HSE) has a Planning Advice Web App for developments around major hazard sites and major hazard pipelines.

Developers/applicants can use this free service to find out if a proposed development site lies within the consultation zone of a major hazard.

If the site falls within a consultation zone, the Web App can also be used to establish what the HSE’s advice on the proposal would be.  The HSE will either advise against, or not advise against, the granting of planning permission on safety grounds.  This part of the service will incur a fee.

The Web App should also be used to check whether a proposed development lies in a “safety hazard area” or within the zone of a “notifiable pipeline” under the provisions of the General Permitted Development Order.  This is particularly relevant to new dwellings under Part 3 (Changes of Use) and Part 20 (Construction of New Dwellinghouses).

The link below is to the HSE website where a link to the Web App can be found.
