Our Local Validation List is a curated set of criteria and guidelines that will play a significant role in local planning and development decisions. It's designed to ensure that planning applications are made to a consistent high quality and contain relevant material information for consideration of the merits of the application. It is an opportunity to get the application right to avoid delay and may help avoid refusals.

The implementation of the Local Validation Lists commenced 2nd January 2024.

Some applications must also be accompanied by a Design and Access Statement. The below link sets out the National Requirements of when a DAS is required.
Applications submitted for Prior Approval must be accompanied by the relevant application form, fee and all other plans and documents set out within the Town and Country Planning General Permitted Development Order.
From 12th February, it is a national requirement for major planning applications, unless exempt, to be accompanied (as a minimum) by the following information:
• A statement as to whether the applicant believes that planning permission, if granted, would be subject to the biodiversity gain condition. If the applicant believes that the application would not be the subject to the biodiversity gain condition, they must state the reasons for that belief.
• The pre-development biodiversity value of the onsite habitat on the date of application (or an earlier date, where the applicant wishes to use an earlier date, the proposed earlier date and the reasons for proposing that date).
• The completed metric calculation tool used showing the calculations.
• The publication date and version of the biodiversity metric used to calculate that value.
• A statement confirming whether the biodiversity value of the onsite habitat is lower (or not) on the date of application (or an earlier date) because of the carrying on of activities (‘degradation’) in which case the value is to be taken as immediately before the carrying on of the activities, and if degradation has taken place supporting evidence of this.
• A description of any irreplaceable habitat (as set out in column 1 of the Schedule to the Biodiversity Gain Requirements (Irreplaceable Habitat) Regulations [2024]) on the land to which the application relates, that exists on the date of application, (or an earlier date).
• A plan, drawn to an identified scale which must show the direction of North, showing onsite habitat existing on the date of application (or an earlier date), including any irreplaceable habitat.
• A clear plan with red line to define the area of land the metric tool was applied to, unless the point above is sufficiently clear and confirmed as the area the metric applies to.
• Qualification of the author of the metric and experience.
If this information has not been provided, the local planning authority must refuse to validate the application.
BNG for minor applications will be introduced from 1st April 2024.
